Group Finder Broken and need Fix

I been trying to play a daily or random dungeon for veteran and when I start the search for a specific dungeon it takes hours and never got a dungeon to play, I been on a Q waiting for 3 hours and no game to play.
If I select a veteran random dungeon I get a group that is level 25 and up.
How can a level 25 play a veteran dungeon?
The activity finder is broken since the Thieves Guild went out.
