Instead of a race change, something along the lines of a "Blood Infusion" would actually be better. Lets say you like the appearance of an orc, but want to make a sorcerer, and would like the effects of the altmer race which is better suited for a sorcerer (+10% max magica, +9% magica recovery, and +6% to cold, fire and shock damage) The Blood Infusion would be a permanent effect that could be purchased from the crown store for 5,000 crowns. There would be a Blood Infusion for each available race. Once purchased, you set the purchased infusion as being active and it changes your racial passives. So the altmer Blood Infusion would change your orc racial passives to those of an altmer.

Or werewolf blood.
