new update results in low frame rate

today when i started ESO i got a huge new update, after that, i tried to play and i found out that i no longer get more than 20 FPS. i didn't change anything in my system since the last time i played and i didn't change the game settings, also, i already tried without any add-ons but it doesn't help. before this last update i was able to play between 30 to 100 FPS.
is this new update supposed to change the minimum specs required to play, or is this update more bugged than the previous ones?
