Why can't I find a big group in imperial city activity finder for xb1?

I am in EP xb1 NA and I am trying to get the rare awards for defeating Molag bal in the sewer and I can not find a big group why? I try just finding ppl but I don't have a mic Rn so it's hard to form a group.
