Contracts Bugged / Bounty's bugged?

is tomorrows patch going to fix issues as mentioned above?
1: npcs for bounties not appearing
2: bounties getting awarded when there is NO one in sight....
3: failing to pick pocket at 100% ?????
4: ultimate issues
5: light attacks issues
I cant seem to add a screenshot but i have proof and yet 4 times bounty has been added
no one in front
no one behind or left or right
no one on top looking down
