MMORPG's are all about Questing/Exploration and building a character. PvP is/should only be an afterthought.
If PvP in an MMO-ish format is what you're wanting, I can't help but to think that a MOBA might be more what you are looking for?

Without VR you will reach max level far more easily. Since you are mainly a PvPer, you can just play in a campaign with no CPs untill you feel you have enough CPs not to be destroyed in the other campaigns. Just don't level a sorcerer

i just saw a lvl 122 ingame, does 50-100+ the same as vr1-16?
Any level above 50 is now displayed in Champion Points, so that person you saw at 122 has 122 Champion Points.
If you enjoy questing, I would split my time between questing and PvP. As soon as you have 160 champion points, you will be able to equip max level gear.
If you have not yet done so, explore the delves and towns in Cyrodiil for skyshards and quests. There are 5 towns in Cyrodiil that have daily quests that give a good chunk of XP. So you can run over to one of them when things are quiet PvP-wise and hop right back into the action if things heat up.
is it worth to do low level quests ( 2-5 levels below ) currently lv 6 as EP in stonefall, and i have this quest addon that shows the level of the quest, will the exp reward be worth it from the time it takes to complete the quest?

Many of the main quests give skill points, so sometimes the answer is yes.

i have my own preference in mmorpg, as do many others.. I like pvp, i play mmorpg for its pvp.
But why? Games actually targeted for the PvP experience (like MOBAs) would give you a much better PvP experience than an MMO where PvP was tacked on more as an after thought. Why slog through the content and quests when all you want to do is PvP? (Not to mention all the popular MOBAs are free).
That's sort of like going to a five star restaurant just to order a ham sandwich.
To each their own and all that, but I'm curious about why one would go this route. Especially for a game where PvP has had some...issues.

One of those is focused and specialized for Questing and Exploration, the other is focused and specialized in in onlone multiplayer PvP.
