Depends on when it was deleted, submit a message to ZOS by clicking the SUPPORT button at the top of the page. Send them an email about what happened and they will try to restore it but there has been a issue in the system and any characters deleted on November 11, 2015 to present cannot be restored.

"Please note that due to a system limitation, any character that was deleted on or after November 11, 2015 will not be able to be restored. We are investigating a fix for this issue, and we will update this article when new information is made available. Furthermore, characters deleted after November 11 will not be available for restoration after the fix is implemented."

All you can do is contact customer support through the game and politely ask them for help. The system is pretty well set up to make it hard to 'accidentally' delete a character, so please don't get your hopes up.

Sorry for your loss and good luck.
#1 tip (Re)check your graphics settings periodically - especially resolution.
