If you are playing a sorcerer, it's most likely because a passive is bugged, which reduces ult cost.

I can spam my Ult key and Bats will go off maybe once every 15 presses. I am one of those that forgets to use their Ults so this doesn't really make-or-break me, but it's annoying when I remember to use it.

Kelces✭✭✭✭✭Interesting, I just tested my completely new installation (not a single addon included) of the game and it turned out, that werewolves also might have the same problem:
My sorcerer refused to transform - I purposely waited before doing anything, that might increase ultimate-points - did some steps, then suddenly it worked out of the blue. This can become a serious problem for a werewolf though. Wasted ultimate.
