BUGS : 2 game breaking bugs that's happening since DB patch

MEDICINAL USE : The alchemy passive wich grants 30% more time on the potion effect does not apply. I take Speed Potions with Stamina and Immovable and I only get 37s of buffs, instead of the 47s that the tooltip says.

SORC ULTIMATES : Whenever any of my ultimate shows up ready, I can't use it. I have to wait a certain amount of additionnal ultimate points to use it. The Ultimate reduction cost of Sorcerer Passives is bugged. (Probably all ult reductions of the game too.)

Please @ZOS_GinaBruno @ZOS_JessicaFolsom Transfer this to the Developper teams so we have this fixed on monday incremental patch. Thank you.

They have already commented on medicinal use being bugged.

We're still working on a fix for this one; the fix will go into one of the upcoming incremental patches (the next one, as long as the fix passes testing.)
