Some textures are showing up all black.

The last two pictures are without my reshade running so they're a little blurry but you can still see the giant black bushes.

I've had this problem for a couple of days now, and I have no idea how to fix it. I verified my game cache last night via Steam, but it decided to reinstall my entire game so I had to wait until this morning to see if it worked. After patching with the launcher, and loading up my game, I found out that it didn't work. Still had black textures on rocks and Windhelm's walls, etc.

So I repaired the game via the launcher, and even deleted the ShaderCache.cooked file in users>documents>eso. Neither of those fixed it.
I ran 3dmark to see if maybe my GPU was dying and it passed with flying colors so I'm thinking it's not my GPU. I'm hoping it's not, at least. I took my GPU out and blew all dust out and everything as well.

Honestly, I'm a little lost now. I don't know what to try. I disabled all my add-ons and that didn't do anything although I didn't really expect it to since they don't mess with textures.

Anyone have any idea what I should be trying here?

    I'm hesitant to do that just because a buddy went to the same area I was in and said all the rocks looked normal to him. So it's something on my end, or at least it sounds like it is.
