Thaumaturge Bug Or Just Tooltip Bug? Also 0 Second DOT on Boundless Storm

Sorry if I am posting this and it has already been discussed somewhere else. I was looking at some of my DOTs before having any points in Thaumaturge and then after adding 47 points to bring it up to a 14.7% boost. I made sure I have the same skills on each bar as well as food. I am in a normal PVE zone with no extra buffs and have tried this with addons turned on and off. The only thing different is the added points. Here are the results I got (only looking at the DOT portion of the tooltip:
Ice Comet
0 points - 4732
47 points - 4795
Frost Ring
0 points - 3195
47 points - 3620
Blockade of Frost
0 points - 2057
47 points - 2084
Liquid Lightning
0 points - 2775
47 points - 2810
Boundless Storm
0 points - 892
47 points - 904
Suppression Field
0 points - 1910
47 points 1936
As you can see, the DOT damage on Frost Ring jumped up significantly, but none of the others really moved. Is this a known bug? Should the numbers on all the tooltips adjust with the change to Thaumaturge? If not, then why did Frost Ring change? I have not tested the actual damage output using combat log. Just going off of the tooltips for now. I forgot to test it and don't have another 6k gold to throw around.
Also, the tooltip on Boundless Storm is saying "Manifest yourself as pure lightning, zapping nearby enemies with electricity dealing 904 Shock Damage every 0 seconds for 23 seconds".
Anyone else have this error on their tooltip? 0 second DOT?
