Applying patch... 40GB

Is it normal that each new patch requires me to 'verify' the _whole_ client?
I downloaded the 3GB for the Dark Brotherhood patch, then it says "Applying Patch", currently 22,000mb to go of around 40,000.
I'm at 20mb/s but still... none of my other games requires me to repatch everything.

Zoner✭✭✭✭I'm having the same problem. On mobile data so allowing this to go ahead would cost be around $370. Can't play ESO until I find a solution.

✭✭✭✭✭Yes, that's normal. The 3GB patch will download, and then the launcher will unpack that while checking that everything else is functionally viable.
