Install_ESO.exe not working

I recently got a new computer and am trying to download and install ESO onto it. When I go to my account at https://account.elderscrollsonline.com/users/account and then click the "Download Game" link, a file called Install_ESO.exe downloads into my Downloads folder. Once I click on it, a window pops up saying "The Elder Scrolls Online is preparing to install" (or something close to that) along with a progress bar. The progress bar moves pretty quickly and within a few seconds reaches 100%. The window then closes and....nothing. Nothing happens.No installer pops up, no client appears, no launcher shows up, no error codes or messages. The process just ends. I didn't really see any topics in the forums that related to this specific problem. Please help. I am running Windows 10 and have also tried downloading through Steam as well. That didn't work either, same thing happened.

    Are you using any of the same hard drives from your previous computer for it to have files still around to conflict with?

    Also have you tried running it as administrator?

    Otherwise try submitting a support ticket (if you haven't already) or posting in the PC technical support section to see if anyone from ZOS is able to troubleshoot the issue.

    No, I am using completely new hard drives (SSD specifically).

    I did try it as administrator, no luck there either.

    I also posted the same question in the PC Technical Support page as well but no one has responded to it yet. I also submitted a ticket but I just got a generic auto-response.

    Let me know if you think of anything else.

    Resolving Installation Issues

    1. You need to ensure you have downloaded and installed all optional updates to the .NET Framework and Visual C++, newest Direct X versions, as well as the most up to date video card drivers. A lot of issues with the game can be resolved simply from errors relating to out of date files from any of the above packages.

    Updates to the .NET Framework are provided by Microsoft and can be acquired on their website in the Download Center. Please search for .NET Framework to acquire the latest version.
    You can check for the latest version of Visual C++, here.
    You can find instructions on how to find out what version of DirectX you have currently installed & get the latest version, here.
    To update your graphic card drivers, please check your graphic card model & version and then go to the respective manufacturer's homepage

    If it's a fresh install of Windows you may not have some of those prerequisites installed.

    If you have already tried them or they don't work then try replying to the generic response from your ticket and mention you have tried all methods suggested and nothing is working. They may ask you to submit some PC spec data to look into the issue (this is what I had to do with previous issues)

    I will try the .NET and C++ updates. I know for sure though that all the rest of my stuff is up to date.

    Thanks for the link, if this doesn't work I guess I'll just have to hope that I get an actual response to my support ticket sometime soon.
