This is big problem now. We will see cheat accusations flying left and right for literally nothing. I mean like @Asmael said this is even bad dmg. What would you said if nb ganked you from stealth in 1 sec? It is possible and legit.
I dont mean to insult you or something but please first learn the game mechanic and even than think twice before starting thread like this.
And yes NB can spam SA, just like any other class can spam spamable attacks

The problem we're going to have now, is everytime someone gets killed by a process they're not familer with, the first response will be "This person is cheating".
Make a vid, human perception of time when ganked is quite distorted to say the least (time is relative to the observer).
ShadowPlay if on PC with a nvidia graphic card. You should have something on Console as well (don't remember the name since I don't play on console). Remember that a GCD is around 0.86-0.9 seconds, if the first SA starts at 0 (coming out of stealth), it takes only 3.44 second for a fifth attack to land*.
Also, if you're on PC, you might be interested in getting a combat addon to have combat logs, these usually keep track of the time between each attacks, considering some attacks can still land at the same time (e.g Snipe into ambush), so the best thing to compare is twice the same ability in a row.
Just got hit by this guy who has been suspected of cheating before the bans where handed out but he is still around, I cant name and shame but what do you think of this?
This guy is well known and talked about in zone AD chat. I dont want to submit this if it looks legit.
I agree with your posts when regarding cheaters. Dont know but it was fast, I cant tell if it is ignore the GCD as you say.

The global cooldown is 1 second per instant dps ability cast. Surprise Attacks cannot be used more than once per second without a hack.
Do keep in mind that you can weave heavy/light attacks between skills, which can make the combat seem faster, although your screenshot does not show any weaves. That is suspicious to me.
It looks not only legit, but rather unimpressive as well. I mean, i've seen WB hitting for over 10k, some 15k+ heavy attacks, and I know even those are legit.
