Ultimate Cost Reduction bug (video)

Video showing bug as it applies to Bat Swarm/Devouring Swarm
I'll describe it here same way I did on the caption. Currently ultimate cost reduction is not working. Despite being at stage 4, which should grant a 158 cost bat swarm, I cannot cast it no matter what. You can see my character begin to cast it then cancel on its own kinda twitching. However, once I get to 200 ultimate (the full cost of the ability without reduction), I can cast it easily. What isn't shown in the video is the typical troubleshooting that I already went through (relogging, swapping, etc.)
