New Motif Drop Rate - Non Existent?

I had 38 of these in my bag from leveling Ledgerdemain/Thieves Guild. Figured I'd save em for this.

Opened all 38 and not a single motif piece. No where does it state only from DB release do these boxes drop them.

Anyone else get a motif drop from saved boxes?

It doesn't retroactively apply to saved boxes, only newly acquired ones

I think people tired this with thieves guild and the daily world boss containers, same result.
