How do i activate the quest without the dlc direct link?

I was running wild on Evermore and got 40k of bounty killing everything that moves, still no quest .

That's not how you get the quest, you have to go to an outlaws refuge and speak with an NPC who will tell you to go kill an NPC.

Too bad i was expecting the letter with the hand on it...
