According to online guides, this item should be found in Coldharbour or Cyrodiil. Have been through Coldharbour twice and most of Cyrodiil but can't find it. Can anyone else please confirm or at least give a good location for the item.

Coldharbour, in water skins and containers. Not by bodies of water, as there are no puddles to grab from.
