An interesting observation of our favourite wisdom-filled Khajiit?

So with me being the dedicated miscellaneous achievement-hunter I am, I'm currently tracking M'aiq all across Tamriel. However on one occasion I had to question whether I knew the Khajiit as much as I thought I did . . .
I was on my way to one of his haunts outside of Woodhearth (a little fisherman's shack going by the name of Fisherman's Rest), when just as I reached the stack before the little area, I felt my game lag for a minute. Thinking it would be resolved momentarily, I kept going towards the locale.
As I arrived, I looked around in dismay as I couldn't see that he had spawned. Giving another hefty sigh (and mentally crossing off that this was the tenth time without appearance), I was almost ready to turn around and head to the next location when a Conjurer screamed, "Hail Sithis!" I immediately looked around, but the Conjurer was nowhere to be seen.
All of a sudden, the lag fixed itself, and I found myself back at the stack I initially lagged at. I made my way back towards Fisherman's Rest, and lo and behold, M'aiq was standing there. And stranger still, in the water just near the stack, was a dead Altmer . . .
Could our mysterious Khajiit be an agent of Sithis? Or even . . . Sithis himself?
