Reopen HammerDeath Arena.

HammerDeath Arena is just outside of Wayrest. So much of Stormhaven lore and characters make current reference too it. But it's closed off and simply says "closed for the war effort". I really think it should be reopened as a PvP arena or even a scaleable PvE group arena. Arenas are what started Elder Scrolls and should be a larger part of the game maybe each Capital should have an Arena near by as well.
