So today I started up an alt in AD and I came across someone wearing Altmer medium armour but they were lvl 7 and the armour was the appearance of the higher levels.
So today I started up an alt in AD and I came across someone wearing Altmer medium armour but they were lvl 7 and the armour was the appearance of the higher levels.
I know you get a costume with that look in Vulkhel Guard but I don't think it was that, I'm sure it was coloured more like the Eye of the Queen's armour.
I thought it might be a quest reward but if it is I can't find it (Queen's Eye leathers seemed likely but turns out they're just rawhide apparance).
Does anyone have any idea what it might be?

If you pick up armor off the ground, armor racks, or wherever, it will retain it's visuals, regardless of level. So you can (potentially) have Vet 14 medium armor that looks like a level 16 item. I'm not aware of any early game medium armor Altmer suits on display... but I also don't really pay attention to them.
It's also worth pointing out, white quality items picked up off weapon racks have (or at least used to have) a hidden modifier that reduces their stats to the next level down.
And remember that you can go to any zone in your faction at any level, but you can't go to the other factions' zones until later levels, so that will limit you a bit. You can also go to any of the DLC zones at any level.
Thank you, I did know this but don't know a way of getting to main continent in AD without completing main quests in Auridon. Is there an easy way I'm missing?

There is transport from the docks in Skywatch which will take you to Grahtwood at any time you like (the quest that sends you to Grahtwood at the conclusion of the Auridon main zone quest actually sends you to the Prowler in Vukhel Guard for transport, but there is a ship in Skywatch that serves as transport available at any time regardless of your progress through the Auridon quests). The town you land at in Grahtwood is full of hostile mobs until you do the quest there, but you can bypass it by heading along the beach to the west, and then north up to the road, just watch out for crocodiles along the beach as they may be tough if you are very much under the level of the zone.

You wouldn't want to wear that kind of armor anyway, it would always be White quality with no traits or set bonus effects. When deconstructing such armor gives 0-1 crafting mats and the matching style stone.
