Help finding armour

So today I started up an alt in AD and I came across someone wearing Altmer medium armour but they were lvl 7 and the armour was the appearance of the higher levels.
I know you get a costume with that look in Vulkhel Guard but I don't think it was that, I'm sure it was coloured more like the Eye of the Queen's armour.
I thought it might be a quest reward but if it is I can't find it (Queen's Eye leathers seemed likely but turns out they're just rawhide apparance).
Does anyone have any idea what it might be?

    If you pick up armor off the ground, armor racks, or wherever, it will retain it's visuals, regardless of level. So you can (potentially) have Vet 14 medium armor that looks like a level 16 item. I'm not aware of any early game medium armor Altmer suits on display... but I also don't really pay attention to them.

    It's also worth pointing out, white quality items picked up off weapon racks have (or at least used to have) a hidden modifier that reduces their stats to the next level down.

    Some of the Armors that can be stolen from the Vendors are of higher level appearances. So while the armor will be your level, the appearance will differ.

    Learned this when I was running around with my Stamina NB and stole some Breton Medium Armor.

    Take @starkerealm 's advice, that is 100% the correct answer. Some RPers have info on where to go to steal certain items that have the right look. Ask around! And remember that you can go to any zone in your faction at any level, but you can't go to the other factions' zones until later levels, so that will limit you a bit. You can also go to any of the DLC zones at any level.

    There is transport from the docks in Skywatch which will take you to Grahtwood at any time you like (the quest that sends you to Grahtwood at the conclusion of the Auridon main zone quest actually sends you to the Prowler in Vukhel Guard for transport, but there is a ship in Skywatch that serves as transport available at any time regardless of your progress through the Auridon quests). The town you land at in Grahtwood is full of hostile mobs until you do the quest there, but you can bypass it by heading along the beach to the west, and then north up to the road, just watch out for crocodiles along the beach as they may be tough if you are very much under the level of the zone.

    Was definitely Altmer, had the diamonds and dragonfly shape on the chest. I know named armours can have different appearances so guessed it was that but can't find it.

    Like this but different colour or dyed. Should have mentioned I'm mostly looking for the chest but if the whole set is floating around I'll be just as happy.

    You can colour your armour. Or perhaps it is one of the aldmeri scout costumes

    It looked like one of the scout costumes but wrong colour. It was coloured/dyed brown and black. It looked like level 26+ altmer medium armour but on a level 7 player.

    Well....

    There are a few "found" items that I like so much I use them despite their not being set items.

    One is the Skull headed staff you can find a few places. I've only ever seen it turn out to be a flame destro staff; and you can improve it.

    The other is a really cool looking Altmer shield; larger than the normal crafted one - it starts out a lovely green and silver, and the first place I saw it was in Toothmaul Gully.

    I would SO love to get motif pages for just these two items.
    Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
    Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
    Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
    Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.

    It's not. It will cap at Vet 14. That was a specific mechanic implemented with the IC launch to prevent players farming tier 10 materials in non-vet zones.

    Also, it will actually be equivalent to either Vet 13 or Vet 13.5, because of the hidden -1 modifier on those items. (I forget if it's actually matched to Vet 13 or if it's in a no man's land between Vet 13 and Vet 14 items.

    You wouldn't want to wear that kind of armor anyway, it would always be White quality with no traits or set bonus effects. When deconstructing such armor gives 0-1 crafting mats and the matching style stone.

    You wouldn't want to wear that kind of armor anyway, it would always be White quality with no traits or set bonus effects. When deconstructing such armor gives 0-1 crafting mats and the matching style stone.

    Also, these items will never be part of a set, which (when combined with the lack of a trait, and the level cap at V14) makes them basically worthless.

    Yeah I know the cons of having such items slotted, but from a rp perspective it's the best thing if you don't want to sacrifice up THAT much. Always better ti have a crappy v14 than a lvl14 one XD
