✭✭✭✭✭What I know of it is that on PTS earlier (I didn't check on the recent PTS patches) there was a "no icon" icon in the personalities section of the collection screen and it said "torch". That's all.

✭✭✭✭✭On the first week of testing on the PTS, we opened the Personality tab in our collections and could see there were a few more other than the Assassin Personality that were not collected yet. They had no icon (just the "question mark" icon). One of these personalities was labeled "Torch".
Unfortunately, there was no known way of obtaining it at the time, so we don't know exactly how it works. That is why you can't find any information about it.
For people who don't know what Personalities are:
Personalities are a new way of customizing your character. They change your character's stance, add idle animations to them and change a few emotes. They are coming with the Dark Brotherhood patch next week, and the Assassin Personality is the reward for going to the Gold Coast.Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.2
