New characters ability immunity

Sometimes on new characters I have immunity to certain effects on abilities, mainly ones with control elements. First time I noticed this is when I used magnum shot and I was immune to self knock back.
I created a new character a few days ago and I am immune to stun from NPC shield spin move. Also when werewolf runs out I am immune to the revert form effect. Target immune keeps popping up every second.
Anyone else have this happen, what causes this?
