How does the Tier system work in PvP?

I am at Tier 3 but the bar shows empty , is it broken because I never seem to see any thing on the bar no mater what tier.

Plus does it go higher then tier 3?

What Tier lvl do you need to get a chance at gold jewelry?

Gold rewards aren't tied to teirs. Max is 3.
