I read that some people got it restore by submitting a ticket. I tried submitting a ticket in game on PS4 but it keeps giving me the error result. How do I submit a ticket on my computer?
Please, it's my only heavy Molag Kena shoulder that I have and I've been a long time subscriber.

i've done this so many times. when you're a crafter, sometimes deconstructing stuff and making stuff and so on becomes kind an automated task.
i recently Deconstructed a legendary piece of VR16 reactive armor. yeah, ouch. i'm just glad the new patch is going to include that new lock feature. outside of a few of the "balance" changes and the poisons, this is probably the most exciting patch in a game i've seen in a long time.
It must depend on what CSR you get reviewing your ticket.
I have heard of them restoring the decon'd items, however, when I had it happen to me (because you can't lock items...) the helpful CSR said no (lightly cushioned within 5 or so lines of csr waffle)
I have deconstructed or destroyed quest items from Wrothgar, I kid you not! I didn't think that was allowed or even possible so when I could destroy them I thought ok then, now I have more precious space in my inventory. It was later that I realised my mistake. Fortunately for me, I got the items back from where they were originally found so kudos to the devs for sensible programming of code that takes into consideration the actions of numty's like me.
I really think the CSRs should be more consistent. Either offer the same service for everybody, or offer it for nobody. And a ZOS admin commenting on it should be able to say if they will or won't so there is no question for other people when it happens to them.
I decon'ed mine sometime just after buying them from the vendor but never submitted a ticket for two reasons... One it was my fault for not paying attention. Two from hearing others say they were told items could not be given back.
