What did I not do with the TG questline?

So I've been working on and off with the Thieves Guild questline. I am stuck at A Flawless Plan with no way to start it. I already did the first half of personal quests for everyone except Zeira (that one isn't showing up). So far, all that I have in front of me to accept is the tip board, the heist board and Spencer Rye, all offering repeatable quests but no link to the main quest. I went out into the city, same thing. Got the Shark Tooth's Grotto and Maw but nothing to indicate it continues the main storyline. Am I supposed to be doing the dailies (if so ugh) or what? It's really starting to sour that I can't find anything to kick this into gear again.
