Julianos is an excellent magic set for any level. Everyone has different thoughts on it, but I think you should go no further than epic (purple) because the legendary gold tempers are too expensive to use on sub v16 gear. Consider leaving the head/shoulders slots open for monster sets and the weapon slot free for some jewelry sets. That leaves chest, legs, hands, feet and waist for your Julianos.
