Timing out at every Wrothgar boss and general lag around other players

Whenever I try and do the wrothgar dailies i have to turn every video setting towards the lowest otherwise I will crash at every single boss, why is this happening? I can run Guild Wars 2 on full settings, I can play WvW in GW2 with 30 - 50 people on full settings and be relatively lag free, yet in ESO I struggle to not time out with less than 20 while fighting a boss or just anywhere, why does this happen? I'll put screenshots for the graphics of both games, and before anyone says it's my PC: No, it isn't. I can run GTA V on the best graphics, GW2 and even ESO when I'm not timing out.
What I have to make ESO look like when I don't want to time out while fighting the Wrothgar bosses:
