Tannin Expertise and Equivalent ?

On tannin Expertise and Equivalent crafts. When I have it on a max of 3 and it states; " More then doubles the chances to improve items with tannins." Does that mean I only have to take it to 50% and it's actually 100% and is there a chance still of failure ??

Sunburnt_Penguin✭✭✭✭✭No, you still have to take it to 100% (it's not worth the risk not!) but the amount of tannins reduces to get there.0
