Synergies seem broken

It seems strange to me that in the same update as releasing gear sets that capitalize on the activation of synergies (new MoL sets), that the synergy button itself appears to now be broken.
When trying to activate a synergy, it often does not even show up on my screen as an option, and when it does it only stays around for a brief moment before disappearing again. Earlier today I was in a dungeon with some friends, and I asked politely for a Luminous Shard, it landed right next to me, so I stood over the spear, but the synergy wouldn't appear. I wasn't on cooldown as I hadn't used a shard that entire fight. After a second one was thrown at me, I saw the [X] flash on my screen for what felt like 0.2 seconds, and then it was gone before I could react, even if I had reacted fast enough, my character was still stuck in an animation and wouldn't have been able to activate it fast enough either. It wasn't until a third shard was thrown that the synergy button lasted long enough for me to activate it successfully.
This just doesn't at all seem right. I can't imagine that this is intentional in any way, and I would be interested to know exactly what is going on here, and why they're behaving this way. I'm sure some of you will have interesting insights into this subject. I heard from someone that the synergy can only appear for one player at a time, making it luck of the draw when you want it, this could explain some but not all of this.
Personally, I feel that a synergy activation should itself have a cooldown before it can disappear off your screen, something like two seconds, giving the player enough time to complete any animation they're on, and then activate it. What do you think about this problem, if you experience it at all, or anything different.

✭✭✭✭✭The synergy notification seems to disappear when activating a skill and takes a moment to appear again. While it is all fine it disappears whole performing an action it should be available in an instant afterwards.
My observation may not be complete correct. I've been wrong before.0 -
