Im sure this has been beaten like a dead horse but right now im confused as to what rotaion and skills to use right now. Currently i am rolling 2H and DW. 2H for Rally and execute and gap closer and other buffs and than dual wield for my damage. It doesn't seem like rapid strikes does that much damage. I'm level 41 so i know i'm low i would just like some advice. Thanks!

For endgame pve the best setup currently is dw + bow. This is mainly due to mealstrom daggers / axes. With those weapons rapid strikes increase your weapon damage by ~3000 for the next dot you apply to the target.
Also things like rally and a gap closer are not needed for most pve group content.

Are maelstrom daggers/axes a set weapon? Sorry im somewhat new to late game and terms and such. How about PvP?

Greetings! So, Maelstrom weapons are special weapons that you have a chance of earning from the Maelstrom Arena. They are a one piece set bonus that give bonuses to a certain skill in their corresponding weapon class (Rapid Strikes in the case of the Dual Wield ones) and also provide you with additional Weapon Damage or Spell Damage.

As for rotation, I agree that DW/BOW allows for maximum damage potential because you want to stack DoT abilities Rendering Slashes, Volley, Poison Injection, etc. Also, some bosses are allot easier at range like the Engine Guardian boss in veteran Darkshade Caverns.
