It can be the recipe but I'm happy if somebody can make it for me

Are you on PC NA? If so, I'll be happy to make you some.

If it's writ recipe, you can buy it from chef NPCs. Also check guild stores, where it'll be cheaper than the NPC. Or, loot containers in the zone/area that's the same level as the recipe.

Check with the Chefs in each zone you should be able to buy any Writ Recipe from them. They are leveled, and it does not always match the zone they are in, or the writ level you are doing. But, the recipe is there.
