How do I go about legally/within TOs obtaining a second account?

I'm an ESO/altoholic and was curious about how to do this on an Xbox one? Do I need two separate live accounts and two ESO accounts?

Pepper8Jack✭✭✭Just create a new xbox live profile.
Xbox ones have gold sharing, so as long as your main account has gold, your alternate will have gold as well. Also, any game you bought on your main account will be playable with any alternate account as long as your main account has your xbox set as it's home console. This way you don't need to buy a second copy or anything, then your good to go.
