Maybe I'm missing something about how the champion points are balanced or designed here, but... why are the bonuses to shields and blocking in the same tree as medium armor and (now) evasion? Was this a simple mistake, or does ZOS really not know that shields are primarily used by heavy armor tanks?

Maybe because tanks sometimes uses 1-2 pieces of medium armor along with their main heavy, to benefit from medium armor skill tree.
So far I did not find any logic in champion points tree in relation e.g. for exploring, which is a nice part of eso but not much related with combat. I agree, Plentiful Harvest on 10 points is nothing bad, but Master Gatherer on rank 75 in The Lover? It's useful for all characters but most of them actually won't score much from resource bonuses of that Sign, imho.
From my 8 characters only 1 uses health regen high enough to get Master Gatherer and it's a tank.

Except you need 5 pieces of medium equipped to utilize the perk.

It does not really matter where those armor passives are when they are a complete waste when you can fill in generalized mitigation with hardy, elemental defender and thick skinned. This is in addition to an easy to reach mitigation cap.

I didn't choose tank life, tank life chose me.

I've recently converted over to the tank side of things and have been trying to find a good balance (with the champion point I have) between physical/spell resistance and stamina/magika regeneration and so forth.

Some of the point allocations are still pretty confusing, like x = so much physical resistance and y = so much poison, disease, physical damage reduction. I just don't even understand the point of this. Why does it have to be so mind-numbingly overcomplicated? So we spend all our in game currency trying to figure it out.

I would at least appreciate being able to see my stats while allocating all of my points. 3000 bucks a pop adds up.
