Champion points under lvl 50
So if I'm reading the update correctly a new character will not get access to champion points until level 50

OR I misunderstood what you meant. I thought you meant we wouldn't be able to spend CP pre-50 anymore. Sorry about that! That's why I clarified a couple things because I wasn't 100% sure

Your new character will not earn champion points.
Your new character will only have their CP taken into account for gear levels once they are level 50. (Even if you have 160 CP, your new character can not wear 160CP gear.
