They would if they could.
It´s been an issue since 2014.
Most players around since then probably came to realize they can´t fix it. It´s either too expensive to do or technically not possible for them.

It's so bad though. I think if more people were vocal and consistent with the cyrodiil situation we might be able to at least get a legit response.

It's simply not worth the cost to invest heavily in trying to fix the Cyrodiil lag, since Cyrodiil is not what generates any kind of meaningful income for ZOS.They would if they could.

All this marketing speak about PvP being an important part of ESO fell flat on its face a long time ago.

A lot of people who were vocal have given up because there's only so much you can do before it's pointless and someone new comes to take up the mantle. Don't confused silence with apathy.

Actually, the community has been extremely vocal about the lag. I don't know how much MORE vocal we could all be. We still get the responses of "we're working on it" but don't see very many attempts, or we're not communicated with.

If you want them to fix the lag you have to hit them where it counts. The wallet that way they have no reason to ignore it.To do this we must make a media uproar about it.Spread this all over social media ruin their image so they have to fix the lag. They don't read their forums anyway.Hit them where it hurt if you ruin or hurt their public image they have to focus on the lag to improve it.So I say we spam everything they do publicly with messages talking about PVP lag and their refusal to fix it.If we do this enough they will be left with two options. 1.Fix their dam game or 2.Keep this bad image and throw off new players.
