What are the mages doing and who are they?

The mages opening portals in random areas. Then they call out for help when being attacked. What are they doing and are they part of the mages guild?

I don't know whether they belong to the Mages Guild, but I do know they're summoning daedra. Apparently they think there aren't enough on Nirn right now.

Why can't we kill the summoners too? I'll be happy to take a murder bounty, even. Or at least let us fine them for stupidity. Just to make sure there aren't going to be more brainless NPCs making things worse for everyone else on Nirn.

I always thought they were trying to practice their summoning skills, only to have it go horribly wrong. Mages aren't known for sacrificing knowledge for safety, but there's at least enough of an element of risk that they're practicing out in the wilderness instead of town. Maybe because they're poor enough at their summons that they've been told to go practice away from civilization until they stop losing control of their critter every single time?

I am not 100% if it is an achievement, but you will find you often stumble across random events of that nature. I believe they are there to give the world a bit of random life to it as opposed to every single stone and tree being the exact same at all times. Sometimes you'll find a marchent and their bodyguards attempting to fight off bandits, other time you will find mages attempting to summon daedra beyond their control (as you mentioned).

They make for a lot of flavor and a lot of fun!

I believe only 4 random world events are tied to achievements, you have to locate all of these events in each zone:

"I Like M'aiq" - Find M'aiq the Liar and talk to him
"Lightbringer" - Two people will be arguing about their inability to light a campfire, so light it for them
"Crime Pays" - Find a merchant standing around with their horse and rob them
"Give To The Poor" - A poor NPC will chase you and you need to give them money.

I guess the guys who can't even light a campfire deserve the same treatment so I will add that suggestion
