What is the timer on character deletions?

It's not 24 hours, because I deleted my characters 26 hours ago. When do I get more deletes? and is there any way to "opt out" of the deletion limit?

I thought it was 1 every 24 hours, so if you used all 3 in one day you might have to wait 3 days to get all 3 back

And no you can't opt out, its was implemented to stop bots creating and deleting new alts over and over
