The shaking head animation when turning away from someone is a bit rude?

The shaking your head animation whilst turning away from someone seems to have been a recent addition to ESO? (in the past month?)
I think its a bit rude to be honest as sometimes you are just looking somewhere else and you end up giving a disgusted head shake in the direction of the other person.
I think this also happens when you go into the social emotes menu?
