Error 210, cannot download patch manifest

My launcher gets that error above and I:

1- Tried to repair launcher, using the "game options" drop down on launcher. --> not work, get the same error. After tried the 2'nd, now the repair option also disappear from "game options".

2- Tried to follow these steps from ESO Support. --> stuck at "Download the Patch Manifest File" from web browser step. Browser error reports: "This site can’t be reached. launcher.bethesda.net took too long to respond."

Before this error, I keep getting stuck in loading screen. It keep happening half of the time I get a loading screen, be it loading character or loading map. When it happen, I have to tab out to desktop, force close the game, then log in again, but keep getting error 200 or 108 or can't connect to server. I take a few attempts before I can log back in again. This has been happening for about 3 days. But at least I can still log in the game, till an hour ago.

What should I do now?
