Can A Quest (or quests) Be Designated To Be The Wrong Level?

Hi:
I'm relatively new to ESOTU, and have a lot of questions (which I will ask over the course of time). Right now I have a question concerning quest levels, and whether or not they can be listed incorrectly (insofar as quest level is concerned).
At the moment I am a level 5 Sorcerer, and I am questing in the city of Daggerfall (which can be found in Glenumbar).

I was selling some stolen goods in the Daggerfall Outlaws Refuge when I came across a quest giver by name of Quen. She had a quest (Partners in Crime) available and so I accepted it. The quest was listed at being a level 5 quest, however, I am very skeptical at the moment and find that hard to believe.

First, I believe that the quest itself is associated with the Thieves Guild DLC, which I believe is for high(er) level players.

Second, The quest requires that I report to the Waycrest Docks which are located in the city of Waycrest (which can be found in Stormhaven). I've been to Waycrest (even though I'm such a low level) and encountered (but didn't fight) mobs that are well above level 5.

Third, I met with Quen on the Waycrest Docks, and she required that I take a boat ride (which I did... it landed me at Fulstrom Homestead).

The guards at Fulstrom Homestead are (at minimum) level 16 (I didn't go too far into the Homestead because one of the guards killed me... in about 2 seconds).

There isn't very much about the quest line posted on the Internet (although I did come across this):

There isn't much input insofar as the quest is concerned, but Wikia has it listed as a level 50 quest.

So... can a quest level be listed incorrectly and if it can, does that happen very often?

    For the Thieves Guild quest line, you are battle-leveled to VR15, regardless of what level you are. This allows you to do these quests at any level. That being said, however, at such a low level, you will not have access to higher level skills, passives, etc., that will make the content more enjoyable.

    As for the guards in Fulstrom Homestead, sneak and hide in the baskets...do not engage!

    Some quests will be listed as whatever level you are at the time, which is why the Thieves Guild quest showed level 5 when you were level 5. Main storyline quests and Fighters/Mages Guild quests are like that too. Like Cynnalia said, the DLC areas scale you up, so the guards you saw were probably actually VR (Veteran Rank) 16, but you were scaled up to VR 15.

    I've gotten quests that are way over my level before.If you are in a place that has creatures and enemies over your level,the quests in that area will most likely be the same level too.
