Lich Farming Broken

So I've been farming dolmens in Cyrodil since Thieves Guild was released and the two dolmen generals (Gedna and Seductive Sisters) now have a 100% drop chance for Lich set items.
The problem is that despite the 100% patch note, I have, as well as other party members, gotten zero set items from defeating one of the two generals. At first I thought it was a fluke, but as I've continuously farmed these two generals I've noticed it happens quite often.
I submitted a ticket to the support group, multiple, and none have received a response. Can another player chime in on this, or better yet a representative to address this issue? I've spent hours upon hours trying to complete this set only to be hitting a wall at two pieces (robe and head numerous times.)

Hatoreehanzo✭✭✭I know they're rare spawns, but when they do spawn, I've had them drop 0 Lich items numerous times which was supposed to be a 100% drop after Thieves Guild.
The other gens who drop draugher are the exact opposite.0 -

✭✭✭This happened to me, actually. Lich boss didn't drop anything twice now.Unfortunate magicka warden main.

✭OP food for thought;
This past Sat/Sun I was bored and went farming. Got 1 Lich head piece first try at the dolmen west of BRK. The boss was the named Lich boss. Then later I got the Dylan staff. Sunday I got 2 of the same staff. I'm on PS4/NA. Everytime I fought the Sisters, I have gotten the Restro staff drop.0 -

✭Is this the first RNG percentage that doesn't match the % description you've encountered?
You have to understand, ZOS uses non-euclidean algorithms for calculating RNG.. LOL!0 -

You wanna hook me up with one of the staffs? Its the last thing I can't seem to find and it's is super frustrating.0
