Veteran Rank Removal : Questions about Costumes, Skill Points, Attribute Points and Level Scaling

I have some questions about the Veteran Rank removal coming with Dark Brotherhood.

My main character is currently at VR13. Will I still get access to the Attribute Points and Skill Points gained by reaching the three remaining Ranks after the removal? Will I get them once I reach 140, 150 and 160 CP? (I guess a Champion Point is actually a triple made of a Mage Point, a Warrior Point and a Thief Point?)

Will future increases of the CP cap also unlock more Skill Points and Attribute Points?

Also, will it still be possible to gain access to the Imperial Chancellor Costume by reaching 160 CP?

Also, will all the VR characters suddenly be able to use the same gear as the most advanced character of the account? Does this also mean that characters who just started the Cadwell Silver zones will instantly become able to nearly one-touch-kill almost all foes they might encounter (hence nullifying the difficulty for them and removing a good deal of fun...)

Alt 8: An Altmer templar named Oioriel
Alt 9: An Argonian stamina Warden named Danse-avec-les-Rainettes
Alt 10: A Redguard templar named Neemokh af-Corelanya
Alt 11: A Nord stamina sorcerer named Olga Écoute-Vent
Alt 12: A Breton magicka Warden named Ian Sorril
Alt 13: A Dunmer magicka necromancer named Ilmoran Dren
Alt 14: An Orc stamina necromancer named Norgol gro-Borziel
Alt 15: A Nord magicka necromancer named Thorgen Givresang

    Yes, you will gain a few more skill points and attribute upto CP160. I am slightly puzzled as to how you have a VR13 char though with less than 160CP, as I hit 160CP at VR6.

    And in relation to your second question(s), the short answer is...yes. The max CP points any of the silver/gold zones will be is 100 (VR10). So if a CP160 char starts Cadwells silver, they will be able to equip the CP160 Armor and Weapons, which means doing the zones will be more about following the story and exploring the zones, getting skyshards etc than actually having anything to do with your capability of killing anything. They will be able to more or less faceroll their way through the zones, killing stuff with easy leisure.

    I have a VR 11 with less than 80 CP and a VR 4 with 20-something CP on different servers. It's real easy to have this if you leveled up back before CP existed and when CP gain was really slow.

    Well, I have more than 160 CP if each of the Mage, Warrior and Thief Points count as one CP. But I have less than 160 CP in each category. I am not sure how it will be counted...

    The skill points and attribute points will be redistributed within levels 2-50, so your V13 will actually get the remaining attribute/skill points when you log in for the first time after the update without having to kill a single skeever.
