SEEN... well, we do have time travel in ESO. Quite a bit of it actually. So I really wouldn't be surprised to see DLC or missions in DLC deal with these races. Heck... it would be pretty awesome if we had a mission that made us responsible for the destruction of Red Mountain and the disappearance of the Dwemer.
What ESO really needs is an Auction Horse.
    That's right... Horse.

Disappearance of the Dwemer - if they are going to show us this race in person - is a topic for entire new game not some DLC. This was just the greatest mystery in every TES games so far.

I somewhat feel Bethesda will hold onto this mystery forever as well. As we see in a lot of games and movies once the mystery is solved there is really no interest left in it any more and it becomes boring.

I agree, but maybe not with "boring", imho it all depends from a way how the history is told. For example Skyrim and it's great side stories about last snow elf (auri-el's bow quest) or mini quest about aetherium forge, for me the mystery of both was not spoiled after completing both.
I believe there is a great potential in creating an intresting and convincing Dwemer story, which would not spoil the fun of exploring Dwemer dungeons. This could drive the entire TES lore ahead for years.

Ahhh... if they ever push the disappearance of the Dwemer in ESO. I hope they do it really well :) It's one of the lore points that hooked me in to the Elder Scrolls series (Even more so in Morrowind due to their large influence on the game)

You know Akaviri is the term used for the races of Akavir. Or did you know that and meant to include all of them with the Dwemer.

If you want to get an idea of what the Tsaesci are like, imagine a more sophisticated Lamia.

Akaviri and dwemer races - Will they ever be seen ? Or snow elves?
Akaviri? Quite possible, they are still around... over on the akaviri lands, a region bigger then the continent our races live on. And even though the akaviri invasion of skyrim and the dunmer lands ten years before ESO was soundly defeated, and all "driven into the sea"... who knows, there might be a shipful of survivors stranded somewhere in black marsh, desperately trying to fix their ship to make it back to Akavir, for us to meet in an new DLC someday...

Dwemer? Only in time travel / visions from the past kind of quests. With one exception... who we might even meet once they do Vvardenfell. He should be there these days, visiting all the dwemer ruins, trying desperately to find out what happened to the rest of his people, and failing... until he will catch corprus in a few centuries, and... well... ask him in TES:Morrowind, why dontcha! ;)

Snow Elves? All gone with the notable exceptions we know from TES:Skyrim-Dawnguard, they have been mutated to the blind degenerated falmer ages ago. The two surviving snow elves? Who knows? It could even be possible that in some DLC, we will meet them... (wasn't fort Dawnguard build in the second era? Could be they will make a DLC around those events someday...)
I want ninjas, pirates, space-elves, super-mutants, robots, and Mr Handy.
The first two you can have; dark brotherhood, or their akaviri equivalents, and... well, pirates are already all over tamriel, here and there... The rest... well... not in this game, I fear! But... it would be super-nifty if they ever made a FallOut-online... a gritty post-apocalyptic online game? Count me in!

I'm a little surprised we haven't ALREADY seen Akaviri. The Pact went and freed all their Argonian slaves, the logical thing to do would have been to replace them with Kamal prisoners.

    Prisoners?
    What prisoners?
What did you think the phrase "Blood for the Pact" meant for any Akaviri after their invasion force was broken?

The ones that didn't drown when their forces were driven into the sea were slaughtered. The only places where some escapees might have fled... are outside of pact-controlled lands. Either back to Akavir, or stranded at some small island or secluded beach somewhere for the last ten years... incapable of getting back, living in fear of discovery... might make a decent story, really. Someday. ;)
