I recently picked up Eso and made a new character. While leveling up I noticed there are really few people around. Am I right or there are only less players in starting areas?

As for game population, I am not seeing a game population issue. I was in guild chat last night while standing outside of the starting house in PC/NA Daggerfall. People were streaming out of the house all night, on a Monday, and not all of them looked like they were alts that bypassed the Wailing Prison.
They Need to Release BIGGER DLC's, like in other MMO's
Well, this is very true, I am using that house in Daggerfall as "mine" - so all my characters return to there every day, on PC EU megaserver that is. And every time when I get there, there are some newbies around that house, who figure out, what has to be done next or are talking to the first quest NPC near the house. There are plenty of new players, not just alts, IMO.

You can tell the experienced players (alt characters) because they come out of the house looking like wretched souls and make a bee line to the starter island quest giver and the bank. The people who do the Wailing Prison have better equipment. The new players stand in the street trying to figure out what the heck they are supposed to do next.
In first DC areas(prophet location and first small island, forgot names) I saw like 10 people,.Maybe in Stormhaven there will be more people running around.

Yes, that is what I meant, I see a lot standing around the house, trying to figure out what to do next. Just like I did it, when I first emerged from that house - I did not even see the first quest NPC just opposite of that house leaning at a post, because I was so overwhelmed from seeing the city and mounts and different armor styles and costumes and stuff. It took me actually days, to recognize, that that NPC leaning there at the post is my supposed next quest giver
