Low Pop AP Bonus & How It Works

So when does the low pop ap bonus actually kick in? I thought it was when you're severely outnumbered but being that I'm always outnumbered in the campaigns I play I'm starting to see that isn't always the case. For example when one alliance has 3 bars and I'm left with 1 I would assume I'd get it but its times I don't.
On another note I think the low pop ap bonus should be 30 percent instead of 20 percent, given the fact that if one alliance gets all the keeps they have a 15 percent ap bonus. So why not give the underdog double that for willingly playing outnumbered?
