It's on all platforms and there's actually a few different ways that it can work.
How can you be sure they're exploiting? There's every liklihood that Zeni has looked into your reports and found they are doing nothing wrong. I don't know what those players are doing, but can give a scenario that would create what you've seen.
I do 6 writs with 4 toons daily (24 total). But I hate taking the time to farm the surveys, so I let them pile up. I
Between the 3 toons doing Wrothgar writs, I have 30-40 containers I can't open because there are duplicate survey maps in them. When I finally go farm them, I go to a spot and clear the nodes, reloadui, open a container with another survey for that spot, harvest the nodes, repeat until I'm out of surveys. Then I go to the next spot and do the same. I once had 8 surveys for one clothing spot. To an observer, it would have looked like what you described. But it's not exploiting, it's just hoarding surveys (read: being too lazy to farm nodes more often).

If you don't know the difference between "how do you know" and "how do you do it", and feel that being asked to cite your sources is having your throat jumped down, you are clearly not capable of actual dialogue about this. You will not find a single post of mine asking how this "exploit" is done.

I do this too. You can pile up your inventory with unopenend crates and then do all the piled up surveys all at once. It's not lazy it's efficiency and task management. Why spend gold to travel to the node's wayshrine 5 times when you can just spend the gold once?
If I forked out the cash for a portable banker I could withdraw all my characters' piled up surveys from the bank one right after the other.
Or if you have a second account you could mail the piled up surveys. You just leave the zone and check the next email one after the other.
