If you're someone who uses both swaps actively you have to give up one of your current abilities to level a new one. Sorcerers have it nicely if they don't actively use any spells on their Overload and can activate that ultimate before turning in quests to level 5 abilities on reserve which is awesome, but other classes don't have that extra 5 ability slots to do this.
The idea here is you get 3 extra ability slots that is shared on both your action bars, the 3 abilities placed into them are inactive and cannot be used nor do they give you their passive slotted benefits. When slotted into the inactive bar they receive 50% of the experience you normally gain as if they were slotted in your actual action bars. While they will take twice as long to level; however, this allows you to keep both bars with abilities you do use and not having to give up any spots to level new ones. Abilities placed in your actual action bars retain their 100% growth rate.

as awesome as that would be. consoles lack the extra buttons so no feature for us.
Isn't as easy as you think, you essentially need to switch to the bar with overload on it and then use it to activate it. It's a lot more complex in the heat of combat.
Personally I think it's a waste to put all the reserved abilities on overload bar when really you should put abilities that help you score damage with it instead.

It's worthless damage on my Stamina Sorc :P Also I don't use it in combat to level abilities, I activate Overload when turning in Quests to level those abilities on that bar.
