Error 315 Unable to Connect to Lobby

I am constantly getting this error today. It happens either at the Character Loading Screen or during initial Announcement Retrieval.
I have emptied my blu ray cache, taken out the disc, hard reset and it is still occurring.
If it doesn't throw that error, it just constantly sits at "Requesting Character Load..."
NA Server.

Continuous server related crash for me.. All enemies freeze and character holds down on block unable to move.. Then kicked to ESO starter screen. Sometimes get the above error or the "318" error for messaging too often,, I have not sent one message today, rarely do.
Tested destiny and warframe... Both working great.Guild Leader : Defenders Of Miley
