seemingly unending loading screen before character select

First off, I have my Dxdiag64 text file linked in case it's needed to solve this.

Second off, I have had this issue since The Beta of ESO, and this continues to hinder me to this day.
I have these insanely long loading screens before the character select page.
It seems they go on forever some times, and I have fixed it randomly by forcing the game to exit and trying again.
but I'm getting tired of this issue.
I would like some help.
